How can consumers and manufacturers be sure that a package is really child resistant?

Everybody who wants to be 100% sure should demand proof that the package is certified. Certification gives packaging companies and bottlers a high level of protection against legal claims, although it cannot grant absolute immunity. If more consumers had asked manufacturers and retailers for that kind of proof, mandatory labelling could have been introduced long before.
